Getting a building permit
- Check whether you need one. The town keeps a list of items that do not need a permit (PDF). Replacing even one window or door does need one, the town’s FAQ says.
- Gather the package. Use the checklist for your type of work on the permit package submittal page.
- Apply online through JCDS. The town accepts applications electronically; if you bring paper to the counter, staff will help you submit it in the system. Set up a JCDS account before you go.
- Record a Notice of Commencement for jobs valued at $5,000.01 or more, or $15,000 or more for heating and air-conditioning replacements. The Clerk & Comptroller records it.
- Schedule inspections in JCDS. For help, call 561-741-2286.
Fees are set in the town’s permit fee schedule (PDF) and can be paid by credit card online. Homesteaded, honorably discharged veterans get 50% off building permit fees, up to $250, under Resolution 39-26; the veteran must apply in person at the counter with a DD214.
Fire impact fees changed Oct. 1. With Jupiter Fire Rescue now serving the town, new Jupiter Fire Rescue impact fees (PDF) replace Palm Beach County’s fire impact fees on applicable permits, the town’s fees page says. Other impact fees still follow the county schedule.
Construction hours
Town code section 13-114 allows building, demolition and repair work from 7 a.m. to 8 p.m. weekdays and 8 a.m. to 4 p.m. Saturdays. Work outside those hours needs permission from the town manager, granted only for emergencies.
Old permits and records
Building records filed after Oct. 1, 2015, are in JCDS. Older records, surveys and plans are searchable through the town’s building records request page. The town’s records search portal covers permits from before Oct. 1, 2015.
Zoning: what can be built where
Look up your property’s zoning and future land use on the town’s zoning map (PDF), or call the Planning and Zoning counter to reach the planning technician on call. Many Jupiter subdivisions are planned unit developments (PUDs), so setbacks may come from the rules approved for your subdivision instead of the base zoning district. Indiantown Road has its own overlay district with extra rules.
Lot splits go through the Engineering Division. A change in what uses are allowed on a property needs a zoning text or comprehensive plan amendment, not a variance.
Who decides
| Body | What it does | When it meets |
|---|---|---|
| Planning and Zoning Commission | Recommends site plans, PUDs, rezonings, special exceptions, annexations and land use changes to the Town Council; sits as the Zoning Board of Adjustment and makes final decisions on variances | Second Tuesday of each month, 7 p.m., Town Council Chambers |
| Construction Board of Adjustments & Appeals | Hears appeals and variances on building codes | As needed |
| Town Council | Final vote on rezonings, site plans and code changes | See the agenda center |
The next Planning and Zoning Commission meetings are Tuesday, Oct. 13, Tuesday, Nov. 10 and Tuesday, Dec. 8. Agendas post before each meeting on the town’s agendas and minutes page.
A variance covers a departure from rules such as setbacks, height or lot coverage when the owner can show a hardship peculiar to the land. Financial hardship alone does not qualify, and a variance cannot allow a use the zoning does not permit.
New state building code
A new edition of the Florida Building Code takes effect Dec. 31, 2026, according to the Building Department. Ask the department which code edition applies if your application is filed close to that date.
What this means for you

- Plan noisy work for 7 a.m. to 8 p.m. weekdays or 8 a.m. to 4 p.m. Saturdays.
- In a PUD? Ask Planning and Zoning about your subdivision’s setbacks before you design.
